Update on plans for joint tender for GP led Health Centre and urgent care service

1. BACKGROUND

At its December meeting the Board agreed with some caveats to try and proceed with a joint tender for a GP led Health Centre, to be based at Featherstone Road in Southall and an urgent care service based at Ealing Hospital. The view being that there were possible advantages in terms of a joint tender given the potential size of the contract and its deliverability.

In recognition of the complexity of the tender it was agreed that the PCT should initially tender for external procurement support. We have subsequently advertised for that support using the Department of Health’s approved supplier list. Unfortunately we received no expressions of interest for this work.

In addition NHS London have recently emphasised the need for PCTs who had missed the original delivery date for contract signature for GP led Health Centres ( December 2008) that they must now achieve the final deadline of December 2009 to have signed contracts for the new service in place.

In light of the lack of specialist procurement support, the complexity of the joint tender and the requirement to meet an externally driven timetable it is proposed that the PCT should proceed without delay to develop the project plan for a GP Led Health Centre in time to achieve the December deadline date. As the documents etc already exist and a number of PCTs have already tendered we do not require any additional external support to run and efficient and effective process. We will also relook at the tendering arrangements for the urgent care service in light of the development of the GP Led health Centre and decide how best to proceed.

2. RECOMMENDATIONS

The Board are asked to:

  • In light of the lack of external procurement support, agree to proceed with the tender for a GP led Health Centre to meet December 2009 timeframe
  • Note that as part of NHS London’s requirements the Board wil be asked to sign off the project plan for this project at its April meeting
